WARNING:  The information on this page is not meant to be all inclusive. All Monarch Sky customers are responsible for knowing and adhering to company rules, regulations and procedures. The information provided below is designed to be an overview of the major policies that affect most Monarch Sky customers.

Diamond Flight Center

General.  Due to the nature and objectives of the Diamond Flight Center, special rules have been developed that apply only to operations within the DFC.  

Scheduling.  DFC aircraft are primarily used for training, however if they are not reserved by DFC students, then Members can rent them in accordance with this agreement.  

  • All DFC aircraft, as identified on ScheduleMaster, can only be scheduled by calling company employees at 702-631-0386 during normal business hours, 8am to 5pm daily.
  • DFC assets can be scheduled no more than 7 days in advance and overnight requests are subject to DFC workload.
  • Only Monarch Sky employees may alter or change schedules for enrolled DFC students.  
  • Any student enrolled in the DFC is required to check the following day’s schedule no earlier than 6pm the day prior.  Students will be called if any changes are made after 6pm the day prior to execution.
  • Accelerated programs are designed to be 6 days a week, with the 7th day off for rest and attrition backup.  In the event that a student gets behind, the 7th day will be scheduled as well.  Students enrolled in the DFC will typically be scheduled for 2-3 events a day, with time off in between for self-study and oral exam preparation.  Due to the extreme demands of an accelerated curriculum, DFC students are expected to be in the Henderson office from 8am-5pm daily, unless schedule for events outside this window.

Student Obligations.  The accelerated curriculum is demanding and requires complete dedication to complete the training in the time and cost allotted.

  • DFC students agree to spend a minimum of 8 hours a day at the DFC office while enrolled in an accelerated course.  Any time not actively scheduled with an instructor will be spent studying for the rating or certificate sought.
  • DFC students acknowledge that they are principally responsible for the timely completion of their enrolled course and will devote whatever time and energy is required to complete their course in the time allotted.
  • DFC students acknowledge that to be eligible for the Monarch Sky Guarantee, they must meet all prerequisites before starting the course.  In the event that all prerequisites are not met, additional costs and time may apply.

No Shows or Cancellations.  When DFC students are enrolled in an accelerated course, CFIs and aircraft are exclusively allocated to that student, which prevents these resources from being scheduled by any other student and/or Member.  Each student is authorized up to 3 cancellations in a 30 day period.  DFC students that fail to show up for a scheduled event without cancelling ahead of time will be charged for the instructors time that was scheduled for that day in addition to ½ of the scheduled time in the simulator and/or aircraft.  On the 4th no-show in a 30 day period, the student will be expelled from the DFC.

Payment.  DFC students must pay at least ½ of the cost of the accelerated course up front before aircraft and CFIs will be scheduled.  The remaining balance will be due on the 1st day of the course.

Refunds.  All courses are non-refundable.  With a minimum 2 week notice, DFC students are allowed to reschedule their course once in a 12 month period.  

Flying Club

Termination. Any breach of the regulations contained herein will be considered grounds for termination of any Club membership at the sole discretion of the Club President. For termination due to breach of Club Regulations, Members will surrender their deposits and any hours banked at the time of termination.

Command of Club Aircraft. No Club aircraft shall be operated in flight except under the command of one of the following who meets all of the applicable requirements of Article IV of these Rules:

  • A Member;
  • A licensed pilot in the employ of an FAA approved facility conducting inspections or repairs authorized by the Club to the extent required for that purpose;
  • An FAA Inspector or Designated Examiner in connection with a Member’s flight test or flight review
  • A non-Member CFI who has been authorized in writing by the Club President to give flight instruction to Club Members in specific Club aircraft, to the extent so authorized.
  • Anyone specifically approved by Club President.

Flight Instruction. A CFI who is also a Member (“Club CFI”) may give instruction in any Club Aircraft for which he or she is eligible to act as pilot in command, so long as the students are also Club members. The Schedule Master website has a list of all current Club CFIs.

Trips Away from Base. A Member taking a Club aircraft on trips away from the home base of that aircraft are responsible for the safe return of that aircraft to its home base. Members landing at other airports are responsible for airport/runway selection in light of aircraft capability, load, runway and weather conditions, as well as pilot experience and present competency. students are also Club members. The Schedule Master website has a list of all current Club CFIs.

Refueling and Servicing. Club members are charged wet rates (include fuel).  Club aircraft should have their fuel tanks topped off at the end of each flight, unless specific arrangements have been made for a reduced fuel load. When at home base, simply call in your fuel order on Unicom, give your name and tail number and we will take care of the rest.  If you purchase fuel away from KVGT or KHND, then you will need to get a receipt and turn into the Monarch Sky office.  Receipts can be faxed, scanned or turned in at the Henderson location between 8am to 5pm.  Fuel receipts will be reimbursed to the Member at a rate that is equivalent to the price of fuel at KVGT or KHND.  In the event that Members need to purchase oil, all airplanes take AeroShell 15W50, or equivalent.

Unscheduled Maintenance Due to Negligence. For minor damage, such as a blown tire or fouled plugs, Club Members will be held responsible for the cost of repairs if, at the discretion of a qualified A&P or IA, damage was caused due to pilot negligence (such as landing with brakes applied).

Contracting for Maintenance and Repairs. No Member may contract for maintenance or repair work on Club aircraft without prior approval of the Club President, however, in the event that the Club President cannot be reached, Members are authorized to contract for incidental repairs not to exceed one hundred dollars ($100.00). Members must submit receipts to be reimbursed. The Club President must be notified as soon as possible when emergency repairs are contemplated or have been performed.

Stranded Members. In the event that an airplane becomes hard-broke while away from the home field, Members are responsible for procuring their own lodging or alternate transportation as required. Monarch Sky will not be responsible for travel delays or expenses incurred due to unscheduled maintenance of Club aircraft.

Reports of Malfunctions and other Discrepancies. Members are responsible for reporting immediately to the Club Maintenance Officer any damage or malfunction affecting safety of flight which occurred before, during or after a flight and to see that such information is logged in the aircraft maintenance log and visually placarded when appropriate. In the event that an aircraft is unsafe to fly, the red DO NOT FLY—AIRCRAFT DOWN FOR MAINTENANCE placard will be inserted on the front cover of the flight manual and placed on the pilot seat. This placard is in the back sleeve of the binder.

Headsets. As a courtesy, extra headsets are available for checkout in the Club Offices. A maximum of 4 headsets can be checked out at any given time. Members who keep headsets overnight will be billed at $5 per day per headset. Headsets cannot be taken home or used for any other purpose other than flying Club aircraft.

GPS 496. The Club keeps one portable Garmin GPS 496 available for checkout in North Las Vegas, which includes satellite weather, terrain database, satellite radio, AOPA airport facility directory and a host of other features. For a one time fee of $75, Club Members can check out this GPS for their cross countries as many times as they like. The first use is considered a trial and is free. The GPS must be scheduled on Schedule Master.

Authority to Act as Pilot in Command

Authority to Act as Pilot In Command. No person may act as pilot in command of a Club aircraft unless such person is authorized to act under this Article.

Requirements Applicable to All Pilots In Command. No person shall act as pilot in command of any Club aircraft unless he or she:

  • Meets all applicable FAA requirements to act as pilot in command of the aircraft being flown under the conditions applicable to the flight, including, but not limited to, requirements for ratings and other pilot certifications, currency requirements and health requirements; and
  • Complies with all applicable Club regulations relating to command of Club aircraft; and
  • Is authorized to act as pilot in command under the Club’s applicable insurance guidelines.

Requirements Applicable to Members. No Member shall act as pilot in command of a Club aircraft unless:

  • The Member has taken and passed a checkout in that aircraft and has been authorized by the Club President to act as pilot in command of that aircraft. All such checkouts shall be given by a Club CFI or Club President IAW applicable guidance.
  • Has provided to the Club President current copies of his or her Pilot Certificate, Flight Review Endorsement and FAA Medical Certificate and such other documents as such officers may request in order to determine the qualification of that pilot to act as pilot in command.

The Club President may require any Member to take a proficiency flight check or other examination and may revoke the Member’s qualification to act as pilot in command of one or more aircraft depending on the successful completion of such flight check or examination.  In addition, the Club President may suspend the scheduling and flying privileges of any member who:

  • Has accumulated an account more than 30 days in arrears, or;
  • Is no longer current with respect to FAA required Flight Review and/or Medical Certificate requirements or;
  • Has not met currency requirements outlined in 4.6.
  • Is found to be in breach of this Agreement.

Experience Requirements for Aircraft. No Member shall be eligible to take a checkout or to act as pilot in command of Club aircraft unless such Member has the minimum experience outlined on the Rates & Minimum Experience page of the website.  Experience requirements can only be waived by the President or Chief CFI.

General Currency Requirements. No Member shall act as Pilot in Command of a Club aircraft unless he or she meets the following currency requirements:

  • During the preceding 90 days, the Member shall have flown at least one hour as pilot in command of the same or a substantially identical make and model.
  • During the preceding 90 days, the Member shall have logged either 1 hour as pilot in command of any airplane or completed a checkout by the Club President or Club CFI in make and model.
  • These currencies are in addition to FAR/AIM currencies as prescribed by current regulatory guidance.

Reestablishing Currency. A Member whose currency has lapsed with respect to any aircraft may reestablish currency in that aircraft by taking and passing a checkout with the Club President or Club CFI.

Annual Proficiency Check. The Club reserves the right to require annual proficiency checks of all Club Members in any aircraft in which the Member is checked out. This shall be at the Members expense and will include an instructor fee at current rates.

Flight Reservations

Long Reservations and Minimum Hours. All airplanes can be reserved up to 7 days at the Member’s discretion. For reservations over 7 days, the member must get the approval of the Club President. For all aircraft, Members are only charged for hobbs hours used. If Tier 3 Members keep an aircraft more than 3 days, then they will be charged a minimum of 3 hobbs hours per day or the actual hobbs flown, whichever is greater.

Use of Reservation System. All flights in Club aircraft require a flight reservation through the ScheduleMaster reservation system. All members are responsible for recording their hobbs and tach time in the maintenance log that is kept in the airplane, as well as the ScheduleMaster reservation system within 12 hours of landing.

Cancellations.  Reservation cancellations should occur as soon as possible, whether due to unforeseen events or early return.  For reservations over 24 hours (airplane booked more than 1 day), you must cancel your flight reservation in ScheduleMaster at least 2 hours in advance.  Failure to do so will result in you being billed for 3 hours of flight time.  For trips less than 24 hours, if Members are more than 1 hour late for their scheduled flight, then their flight will be cancelled automatically and they will be billed for 1 hour of flight time.  For dual (instruction) rides, students that do not show up or fail to cancel their schedule within 12 hours of their reservation will be billed for 1/2 of the reservation time at the applicable dual, dry rate for the aircraft or simulator booked. 

Delays.  When a Member is unable to return a Club aircraft as scheduled, the office should be notified as soon as possible, who will then notify any affected members. If the office cannot be reached or it is after hours, then pilots must make every effort to notify any Members that will be affected by the schedule change.

Advanced Scheduling. No member can reserve the airplane more than 90 days in advance. The Club President can make reservations on behalf of Members beyond 90 days and will approve such requests on a case by case basis.

Flying Club Billing 

Initial Membership Charges.    An initial deposit of $1,000 will be charged for Gold, Silver and Bronze Tiers.  The Non-Member Tier does not require a $1,000 deposit.  This deposit is fully refundable when one of the following criteria is met:

  • The outgoing Member independently identifies a suitable and qualified candidate to replace him/her.  When the new member pays their deposit, the outgoing member will receive their deposit back within 15 days; or
  • The Member has provided at least (30) days written notice of termination of membership and has been a member in good standing for a period of 12 months or more; or
  • The Member moves more than 50 miles from the local area.

Monthly Charges.  There are 4 Tiers available for customers to choose from, each providing unique benefits.  Gold & Silver Tiers include a fixed amount of flying time (blocked flying hours) as part of the dues and require a 1 year contract, unless waived by the President.  The Bronze Member Tier does not include blocked flying time and the Non-Member Tier is available to transients, and those enrolled in training programs that do not wish to join the Flying Club.  Any additional flying beyond the blocked flying time is paid at the rates listed for each Tier.  Monarch Sky charges wet rates, which means that fuel is included in the rental fee. The Hourly Rates & Minimums page lists the latest hourly rates based on Tier of Membership.  All rates are subject to change without notice.

  • Gold Tier:  $475 per month (includes $425 of blocked flying time)
  • Silver Tier:  $250 per month (includes $200 of blocked flying time)
  • Bronze Tier:  $50 per month (no blocked flying time)
  • Non-Member Tier:  Pay As You Go (restrictions apply)
Early Termination.  In the event that a Member is suspended from the company due to non-compliance with this Agreement, then all banked hours and the equity deposit are forfeited.  If a member chooses to terminate their association with Monarch Sky after the terms of their contract are met, then any banked hours are forfeited, but the equity deposit will be returned within 30 days of written notice of desire to withdraw membership from the company.

Banked Hours. Any flying time that is paid for, but not used, will roll over to the following and subsequent months and will accumulate (up to $1,000 worth).  Any accumulation over $1,000 must be flown or it will be forfeit.  Banked hours are not transferrable or refundable.
  
Change in Tiers.   Members can move up in Tiers at any time, however they cannot move down in Tiers until the expiration of their 1 year contract.  When Members move down a Tier, they will be charged at their previous Tier’s rates until all banked hours are expended, then they will be charged at their new Tier rates.  Moving up or down in Tiers resets the 1 year contract period.
